　　事业编制差额和全额的差别主要是，单位资金供给的方式或解决方案不同。有不同的预算拨款管理形式。全额，就是财政全额拨款，单位所有在编人员的工资和办公费用全是由同级财政负担。差额，就是财政差额拨款。

　　1全额拨款

　　全额拨款事业单位也称为全供事业单位，也就是全额预算管理的事业单位，是其所需的事业经费全部由国家预算拨款的一种管理形式。

　　这种管理形式，一般适用于没有收入或收入不稳定的事业单位;如学校、科研单位、卫生防疫、工商管理等事业单位，即人员费用、公用费用都要由国家财政提供。采用这种管理形式，有利于国家对事业单位的收入进行全面的管理和监督，同时使事业单位的经费得到充分的保证。

　　2差额拨款

　　差额预算管理的事业单位即对有经常、稳定业务收入的单位，采取全面核算、收支挂钩、以收抵支的管理形式。既按定员定额指标核定的单位年度经费预算总额与单位创造的收入之比，支大于收的差额部分由国家预算补助，收大于支的部分上交国家财政。

　　财政部门只给一定的费用，其余不够的部分由单位自己筹集，这种单位一般都是有公共服务职能的，可以通过服务收取一定的费用，自收自支，就是单位自己挣钱养自己，这种单位一般属于事业单位企业化管理。
