按收入来源事业单位分类

一般是按照其收入来源分类，大体可以分为"全额拨款"、"参公(即参照公务员)"、"财政补贴"、"自收自支"四类。

1.全额拨款事业单位也称为全供事业单位，也就是全额预算管理的事业单位，是其所需的事业经费全部由预算拨款的一种管理形式。这种管理形式，一般适用于没有收入或收入不稳定的事业单位;如学校、科研单位、卫生防疫、工商管理等事业单位，即人员费用、公用费用都要由财政提供。采用这种管理形式，有利于对事业单位的收入进行的管理和监督，同时使事业单位的经费得到充分的保证。

2.“参公(即参照公务员)”是一些涉及安全，对政策和经济管理工作有明确辅助作用，以及明显以社会公益性为属性的事业单位。

3.财政补贴又称差额拨款事业单位，按差额比例，财政承担部分，由财政列入预算;单位承担部分，由单位在税前列支，如医院等。差额拨款单位的人员费用由财政拨款，其他费用自筹。这些单位的人员工资构成中固定部分为60%，非固定部分为40%。按照有关规定，差额拨款单位要根据经费自主程度，实行工资总额包干或其他符合自身特点的管理办法，促使其逐步减少财政拨款，向经费自收自支过渡。乡镇医院的差额拨款一般落不到实处，医院自身没有多少收入，不利于人民的身体检查和疾病治疗以及基层医院内部人员的稳定。希望政府部门能出台相关措施来解决此类问题。

4.自主事业单位又称为自收自支事业单位，是不拨款的事业单位。自收自支事业单位作为事业单位的一种主要形式，由于不需要地方财政直接拨款，因而一些地方往往放松对它的管理，造成自收自支事业单位有不断膨胀的趋势。

按行业事业单位分类

大致分为教育、科研、勘察设计、勘探、文化、卫生、体育、新闻出版、农林牧水、交通、气象、地震、海洋、环保、测绘、信息咨询、标准计量、知识产权、进出口商检、城市公用、物资仓储、社会福利、经济监督、机关后勤及其他25个行业类别。

按性质和特点事业单位分类

可分为具有非政府公共机构性质的事业单位，如社会科学联合会、社会科学院、基础理论研究所、图书馆、博物馆、计划生育协会等；具有一定经济效益的公益性事业单位，如养老院、大专院校、中小学校、重要的医疗卫生单位、疗养院、考试管理中心等；具有生产经营性和能力的事业单位，如从事应用技术研究科研院所、广播电视台、报纸、刊物和出版社、城市公用方面的市政管理、房产管理、园林设计等单位。
